According to two new reports from the National Association of Realtors (NAR), high home prices, rising mortgage rates, and limited property inventory are the main barriers faced by both real estate agents and potential homebuyers, regardless of their race or ethnicity.

Impact on Homebuyers

The report "2023 Home Buyer Experiences and Barriers by Race/Ethnicity," conducted in collaboration with Morning Consult, surveyed potential homebuyers from various ethnic groups, including White, Hispanic/Latino, Black, and Asian. The results revealed that a high percentage of these buyers cited waiting for prices to drop as the primary reason they had not yet purchased a home. This was especially noted among Asian buyers (27%), followed by Hispanics (24%), Blacks (20%), and Whites (15%).

In addition to waiting for a decrease in prices, many buyers also mentioned waiting for mortgage rates to drop (18% to 25% across the four ethnic groups) and not finding enough homes within their budget (19% to 24% across the four groups).

Impact on Real Estate Agents

The report "2023 Home Buyer Experiences and Barriers: Member Study," aimed at real estate agents specializing in residential properties, found similar results. According to agents, the top three reasons buyers had not yet purchased homes matched those mentioned by consumers: lack of available homes within their budget (34%), waiting for a drop in mortgage rates due to the impact of high prices (18%), and hoping for home prices to decrease (9%). These factors significantly impact affordability, as limited property supply drives up home prices, and higher rates increase monthly mortgage payments.

Challenge of Saving for a Down Payment

Another major obstacle for potential homebuyers is the difficulty in saving for a down payment. Between 6% and 9% of the four ethnic groups surveyed cited this as an issue. Current rent or mortgage expenses (43% to 56% across the four groups) and credit card payments (38% to 57% across the four groups) were identified as the main barriers to saving.

Despite these challenges, awareness of down payment assistance programs is low among potential buyers. Only 8% to 15% of respondents from the four groups applied for these programs, while 20% to 33% considered but did not apply. Another 21% to 32% did not even consider using these programs, and about a third (30% to 33% across the four groups) were unaware of their existence. The main reason for not applying for these programs, according to buyers aware of them, was a lack of understanding of how they work (44% to 58% across the four groups).

Discrimination in the Home Buying Process

In addition to financial challenges, discrimination also plays a role in the home buying process. Approximately one in six potential buyers (13% to 16% across the four ethnic groups) reported facing discrimination. Among those who reported discrimination, a significant proportion indicated that it was related to their race or ethnicity. The most common forms of discrimination included steering towards or away from specific neighborhoods (36% to 51% across the four groups) and stricter requirements (32% to 48% across the four groups). However, most cases of discrimination went unreported: 47% to 81% of those who experienced it did not report it to a government agency or legal aid organization.
